NORTHWEST SEWER PROJECT TENDER AWARDED

The tender for Phase 1 of the Northwest Sector Sewer Project has been assigned and that means shovels will likely be in the ground within the next two weeks.
At their March 1 meeting, Osoyoos town councillors agreed to give the tender for the first part of the project, which encompasses an area from Osoyoos’s northern boundary to the end of 89th Street, to a Penticton company called Sunland Utilities.
Five tenders were received.
The highest bid came in at $1.3 million – but Sunland was the lowest, at just more than $708,000.
Each of the bids included five per cent GST and $30,000 contingency.
Additionally, council agreed to order a prefabricated lift station for the project from a Vancouver-based manufacturer called Flygt for a cost of more than $67,000.
The budget for this item had been $69,000.
The Sunland tender also came in under budget and in conjunction with the lift station price tag and other costs, there is currently a surplus budget of $186,196 for the project, states a report from the project engineers, TRUE Consulting Group.

    Mis-information continues?
    Jan 13 Times article states that Phase 1 of the project is expected to cost roughly $600,000 and the RDOS portion of that cost is $200,000.
    So if my math is correct $708,00 + $67,000= $775,000
    Thats $175,000 more, yes MORE than the $600,000 budget. And then they say there is currently a surplus budget of $186,196 for the project? I wonder if their using the new OBWB grant somehow in order to twist the numbers?

    dear uninformed as you didnt put your god given name i dont know if your a johny come latelyor what.my concern is twenty years ago i was the chairman of the boundary restructuring committee a position i took very serious as i could see the condition of our lake was becoming a cesspool.i dont have any properties or any friends have properties that would benificially benifit from me pushing for the project to succeed.i have stated that we cannot grow over the five thousand residents number as we cannot afford policing costs till we hit 7000 people.isnt it funny how i have to be on the take in your feeble little mind.one day i will list the accomplishments that i saw through and for the most part came out of my ass pocket.i love my home and town.thats why i can sign my name with pride.rw bob knight note to editor it must wood tick season

    Do you honestly believe that 121 houses that are occupied ( in most cases for as liitle as two weeks a year )is going to make a difference to the quality of a lake that has a current that flushes itself every four months? Perhaps someone as informed as yourself should look upstream to a place like OK Falls (Skaha Estates) and realize that they have far more residents and no waste water treatment. Lets fight the policing issue after we resolve the improprities in the way the NW Sewer Project is being handled. Regards

    dear uninformed,look not ito the septic disposals up the valley untill your pond is clean.just for th heck of it go and look at the lagoon there re lining up at chuck emery springs. the syringe needles and plastic applicators are so thick it would turn you off grub for awhile.yesive looked at it.darn.i wonder if thats a conflict of intrest.

    How dumb are you? Bob Knight designed a 30 lot subdivion for the Demello property between 87th st and the lake. This plan was presented to Steve Underwood of True Engineering with the stipulation that easements though Demello’s property would be granted if they would build a new road off 98 th ave, build new ‘catch-basins’ and run the pipe where it would suit their future subdivion. It’s interesting that those poor ’saps’ on 87th st that don’t want (or need)the sewer will end up paying to subsidize a subdivion that will block their view of the lake! Bob’s your uncle!

    fellow romans countrymen uninformed and informed , the rumor that i designed a thirty lot subdivision for the demelos is ballderdash .that was done by cohorts of dumoret years earlier when he acquired a right of way through demelos orchard.i was aware of it yes but it has become apparent that the lot in its surrounded nature cannot be farmed easily anymore.one of the problems is that all you close nieghbours like to trespass some for excercise but some to eat the forbidden fruit.when i approached mr demelo it was because he was thinking of giving this very orchard to a church group.i never recieved one red cent other than a bottle of wine and as most people that really know me i dont drink so gave it to someone else.some of you are ticked because you loose your boat launch sites but your view of the lake will never be taken. it might be shared but who are you to think when you bought on 87th you had exclusive lakeview.if we keep dribbling on this subject in ten years there will be new lots ahead of the beach lots and youll be able to walk across the lake and play canasta with senator louie.in the first go around unless you had an existing house you couldnt get on the sewer line.thats where the turds slowed down and people balked at giving right of way. stay tuned.bobs your uncle knight knight

    OK “the gigs up!” Everybody knows (the Town of Osoyoos, RDOS and True Consulting Group) there is a concession in place to accommodate the future Demello 30 lot sudivision. Lets lay our cards on the table, be open about any side deals with property owners, and move forward with the project. As Tiger would probably tell you its better to be upfront with the public than to coverup one lie with another. Lets delete the properties on 87th st. from the poject as they have no relevance (they don’t want to join, have’nt been informed that they were expected to join, are at least 500 metres from the lake and only add to the overall cost!) Next you should eliminate the Demello property or any other poperties that won’t grant easements. You can run a “forced main” up 104th ave. and down 87th ave. picking-up the 98th St. poperties before connecting to the Town of Osoyoos at 92nd ave. There! No side deals, concession, backroom under the table negotiations-those are all public accesses. Jezz, do I have to engineer this thing for you too!

    I’m sure the homeowners will be thrilled to know their taxes will be going up! Don’t start believing your own BS (just like the politions.) There are three groups in this foray: (1) THE INFORMED: the developers of future subdivions ie. Willow Beach, Reflection Point, Demelo and any other propery owners that have something to gain other than “the good of the lake.” THE UNINFORMED: the original 121 that actually border the lake(that the gov’t grant was originally intended and have not had any information from RDOS or the Town of Osoyoos) and the “mad as hell 12″ on 87th St. that have no idea why they are being included as they are 500 metres from the lake and feel like they are subsidizing a 30 lot sudivion that will block their view! The last group are THE MISINFORMED: anyone that is relying on the Town of Osoyoos or RDOS for information! Stay tuned this only Phase 1. Bob, which camp are you in?

    Iin the beginning there was adam and eve now we have to be gramatically correct so we say adam and steve .Here are some facts,in the 121 not one of these were at willow beach in other words there was no provision to hook up willow beach until bob wilson showed up circa 2007.since that time a consulting planner has built a two storey house with a pump out holding tank on the lake in hopes of being connected a little ways along another house has been built or rebuilt then you skip to inkaneep.it would be a natural for don to go big and high if he was on town water and sewer.sure wish i had bought that from adam cumine in the early sixties.yes there is the possibilities of homes on the bank south of there but roman would rather have chickadees than green backs and at roberts point there are a few lots left.now were at the packing house they want to put the wash water in the sewer no way.
    now think about it the madder then hell 12uninformed first your on clean gravel with a perk of about forty seconds and if you were5oo yards from the lake which in fact your closer to two fifty it takes about thirteen hours for your effluent to reach the lake.now if i was trying to jam you i would be the fool but theres three of you that are waitng for a connection that feel 8000 dollars is a deal.as for you pool owners tort law and enviromental law says you cannot divert water off your lot on the surface to facilitate your back wash and fall pump down. a dry well is acceptable.in a new subdivision i normally allow about thirteen thousand plus adcc of 3500 plus for sewer.This is a deal providing you dont keep trying to pee upstream in the river and loose the grants.

    I wasn’t going to weigh into this pi$$ing contest but there are a couple of points I would like to deal with.
    Mr. Knight AKA “hey this is kewl” indicated that the 87th street owners are more like 250 yards from the lake and he is correct but we are also 20 to 25 yards above the lake. Now in my day gravitational pull was downwards and not sideways. His percolation theory is very flawed as it relates to the actual properties in question and to my knowledge there has never been any testing done to prove or disprove his theory. Even though Mr. Prendergraft in 2006 said a study was necessary to meet all the criteria for an application to senior government for two-thirds funding of the sewer project. He added part of the study could include dye testing, and letters will be sent home to owners asking if they are willing to co-operate with these tests. He also said a suitable public assent process would likely be held to gauge the rural residents’ wishes.

    In fact it has been determined through studies that 50% of the phosphorus in a septic system is removed by settling and subsequent pumping. Of the remaining 50 % approximately 85% is removed within 1 meter of the drain pipe entering the field. That works out to 92.5% being removed. Now granted that this would be a problem for lakeshore properties where the water table is higher or where the septic system is close to a community well but the combination of the distance our properties are above and away from the lake makes it near impossible to have any effect on the lake at all. Also for your information it had been determined in a recent report masters thesis by a U. of S. graduate student that it was fertilizer nitrates used in the orchards and not septic tank nitrates which are responsible for the high levels of nitrates in the lake. But hey why ruin a good story with actual facts!

    I’m looking at your gracious offer Bob and will comment on it in a separate reply. I would be nice to believe that you are sincere and not trying to divide & conquer.

    (1) There is an aggrement (contract) in place to accommodate Demelo’s future subdivsions.
    (2) The Town of Osoyoos, Mark Pendergraf, Steve Underwood and John Slater are also aware of this agreement.
    What I don’t know is:
    (1) Who made the decision to include the residents of 87th St into the project and why?
    (2) What are the terms of the Demelo contract?
    (3) What is the real cost to the taxpayers?
    (4) Why are we subsidizing future subdivions on ALR land that contributes to “urban sprawl”?

    Did Mr. Knight say that if you have an income of less than $40,000 he will provide the labor and equipment to take out our existing septic and hookup to the new sewer?     We’re on the bench so excavating by the lakeshore for the liftstation doesn’t prove anything about our septics. I couldn’t find anything on your references but I am open minded and if you send me the link I’ll review your data.     The following is from that Panagiota Athanasopoulos study :

    The valley bottom and benchlands are comprised of glacial materials deposited 10,000 to 12,000 years ago during stages of retreat of the last advance of the Wisconsin (Fraser) glacial ice sheet, and of post-glacial materials deposited by alluvial fans, beaches and spits (Nasmith, 1962). Within the valley bottom, Osoyoos Lake occupies a depression formed by the melting of an extensive ice lobe segment (Nasmith, 1962). The benchlands are comprised of sand and gravel outwash terrace and kettled outwash (glaciofluvial) deposits that range from roughly 1 to 16 m in thickness (BC Ministry of Environment [BC MOE], September 2008; Nasmith, 1962; Piteau Associates, 1989). On individual benches, the ground surface is undulating, and within the central and south portions of the study area, kettle lakes (and remnants of kettle lakes - now filled in) are present. Glaciolacustrine and/or till deposits comprised of silt with varying amounts of clay, sand and gravel, underlie the glaciofluvial deposits (Nasmith, 1962; Piteau Associates, 1989). The silts have been classified as (1) glaciolacustrine in origin, deposited within glacial Lake Oliver which formed after ponds along the ice margins coalesced over the ice lobe that occupied the valley (Nasmith, 1962); and (2) as glacial till, based on their often gravelly nature and on the observation that kettle lakes on the ground surface appear to correspond to depressions in the surface of the silt (Piteau Associates, 1989). The surface of the silt deposits is undulating, likely a result of melting of stagnant masses of ice buried within the silts (Nasmith, 95 1962). In the north portion of the study area, the thickness of the silts is roughly 51 m in the upper bench (Knight, August 2008; BC MOE, September 2008) to 44 m near Osoyoos Lake (Paley, June 2006). In the central portion of the study area, the thickness is up to approximately 113 m (BC MOE, September 2008), and in the south, the thickness is greater than 19 m (Piteau Associates, 1989). The silt deposits transition from brown to grey at depths of greater than 16 m below the top of the silt (BC MOE, September 2008), corresponding to the reduction-oxidation boundary.
    A >1.5 m thick layer of coarse gravel and cobbles is present below the glaciolacustrine and/or till deposits in the north portion of Osoyoos, west of Osoyoos Lake (Paley, June 2006). Little information is available for this unit. However, it is known that adjacent to Osoyoos Lake, it is present at a depth of roughly 47 m below ground surface (mbgs) and is overlain by approximately 3 m of coarse gravel near the ground surface followed by approximately 44 m of silt and clay. In the upper benchlands, the unit is thin (thickness unknown) and is overlain by approximately 51 m of silt and/or clay (Knight, August 2008). The extents of the coarse gravel and cobble layer to the north and south are not currently known.

    if you see in the young greek girlsthesis the refrence to knight.that is yours truly.
    the refrence tto 1962 was made avvailable in71 and came about by the orchards on the west bench inundated by surface water from over sprinkling at the vineyard.
    there were a group of pizometers drilled in four basic lines to the lake.the results were monitored for ten years and was apparent that the run ooff below the vineyard was condiderable
    .my other refrence is the drilling done circa 1946 by the pfra which was federlly funded.

    Correct me if I’m wrong, but I beleave that the Times reported that the total budget for phase 1 was approx. $600,000. The contract was awarded to the low bidder for approx. $700,000, plus $75,000 for the “lift station”. The town reported that they were pleased that the tender came in under budget. Is this some sort of “new math” because it looks to me they are approx. $175,000 over budget? Ask your grandkids! At what point do the engineering costs show up and what is normal fee on a project like this? I’m assuming they are paid on a percentage of gross! Regards.”
